Can we still get this newsgroup in Outlook express???   It hasn't worked there in a long time. Did something change?

No news reader support per se. You can get RSS feeds or email notifications of forum messages pretty easily. As far as I know you can't respond to these offline-- but these mechanisms will let you know if there's something of interest here.
