I believe the fog setting only works with path tracer and hybrid-- it is time consuming and difficult since it does a volumetric calculation.  I haven't tried it for a long time.

You might try a post-process fog-- saving the image as nXtImage and using the Haze setting in the Editor is one.  There are others available in Photoshop, etc..
