Thanks. Its an old photoshop trick. Specular Bloom. I use it on almost all renders. HERE is one of many tutorials on the web.

Stunning work Kevin! My only suggestion has to do with the basic painting and photographic rule of the thirds. I would try to move the building lower on the picture so its base goes to first third of the picture height so there should be more skies background and less asphalt. MHO though.
