direct attachment of the material to a block/instance

once I try to attach the material to a block by drag and drop, it shows me folloving options:

• to attach it to the layer, where the block is inserted
• to attach it to the layer, where specific entity within the block, on which I put my cursor on, is created
• to attach it to the specific instance of a block

IMHO there should be an option to attach the material to (a) specific instance of a block, (b) to all blocks of the same name.
