Hi George, I ran it through Arabic, Urdu, Balochi, Punjabi and Persian speakers (some words are same in all these languages) - it did turn out to be Persian and from a specific district so a friends wife translated it - it basically says...
"It is persianIt says"With great respects,i grant/greet my dear friends,........................."The last few words are not legible. Everyone agreed it was a bad handwriting though...:D

Could not legible words be name or names not used in Persian? E.g. mine in Greek (pronunciation of Giorgos or Georgios can be found here http://en.wiktionary.org/wiki/%CE%93%CE%B5%CF%8E%CF%81%CE%B3%CE%B9%...)
