How to use this feature?

Will function in the red box under what circumstances to use, and how to use, I tested three times under the sun's angle and height just undergone little change, others do not see the changes come, Please advise, thank you.

It switches the time from standard time to daylight savings time-- basically adds one hour to the time zone.  For example, here in Seattle and standard time zone is -8 UTC.  During daylight savings time we are -7 UTC.  As I understand it, in China, daylight savings time is not used.
