How to use " No daylight portal" located the Ttansparency ?
What's the reason of such a setting?

No difference except how it is assigned.
Under lighting it is assigned to all objects with a transparent material attached.
Under Object Properties it is assigned to individual selected objects (they would still need to be assigned a transparent material to let the light through).

Just to clarify, the daylight portal setting is not used by the Path Tracer. It only applies to the original (Packet Tracer) engine.
